Black, brown or white, young or old, male or female, we think everyone is capable of being a contributing part of the worldwide Panther Revolution.
Our aim is to build the United Panther Movement wherever there are communities of poor and oppressed people, wherever there is social injustice and racist and class oppression. That doesn’t mean we think everyone should have the privilege to serve in the vanguard party that we are in the process of building to lead the Panther Revolution.
That is an honor reserved for the most advanced, hard-working and committed comrades, who have shown themselves worthy through solid practice in the Movement and serious study of the Party’s ideological-political line and methodology.
We mean that the Panther Movement should be built as a “Great Umbrella” inclusive of many mass organizations and collectives rooted in the working class and oppressed communities, that are working to transform them into mighty bastions of cultural, social and political revolution.
We mean that there should be “Serve The People” survival programs meeting the varied needs of the people in those communities, co-operative stores, and enterprises that contribute to the funding of these programs, as well as various institutions of community-based “People’s Power.”
To defeat the billionaire bourgeois ruling class, we must build the power base of the consciously revolutionary proletariat. From this base, we must wage a total assault on the culture of capitalist-imperialism, of racism, sexism and fascism. We must counter it with “Consciously Revolutionary Culture” in a diversity of mediums and styles.
As Mao put it: “Let a hundred flowers bloom, let a hundred schools of thought contend” (1956). We need to “Bombard The Headquarters” of the global monopoly-capitalist oligarchy with an all-out social rebellion against the brain-washing media matrix.
CULTURE IS WAR
It is a war for our minds—to create “public opinion” and keep us in “our place.” But we have a better place in mind—it’s called the “Dictatorship of the Proletariat.” It is where the working-class people take the reigns of power away from the super-rich parasites, who have deformed society in their class interests to the detriment of the great majority of humanity. They have sold us the idea that this is “The Best Of All Possible Worlds,” and blinded us to the potential world we can create by putting the needs and best interests of humanity in the place occupied now by the self-serving interests of an exploiting oligarchy of billionaires.
The Panther Revolution is the negation of the “Epoch of Class Exploitation” that negated the formative “Epoch of Primitive Communalism.” What capitalism has evolved into Huey Newton dubbed “Reactionary Intercommunalism,” although it is more commonly referred to as “Neoliberalism” or “Late Capitalism.” Around the turn of the 19th Century, “old style” capitalism transformed into “Monopoly Capitalism” or “Imperialism.” This is when “Manifest Destiny” took a leap to include Hawaii, the Philippines, Puerto Rico and Panama. It’s when “Uncle Sam” decided to bring “Democracy” to wherever he could anchor his gunboats, even in China.
World Wars I and II cleared the field of competition from the old colonial powers of Europe. The U.S. became the champion of “Neo-Colonialism” substituting loans, bribes and investments for direct occupation and colonial administration. The U.S. became the greatest lender nation in history. It also became the overwhelmingly dominant military power, even more so after the collapse of the Soviet Union and the Warsaw Pact in the 1990’s. Maintaining this massive military-industrial leviathan has since transformed the U.S. into history’s greatest debtor nation, now owing $31 trillion, a new world record.
As the Empire gets weaker, it becomes more bellicose and aggressive, attempting to forcibly consolidate its global hegemony. It is for this reason the people must build a sustained anti-war movement based upon the principle of “Revolutionary Defeatism.” We must create public opinion to reign-in the military-industrial complex, oppose militarism and the growth of NATO. We must demand an end to the massive underwriting of Israel’s fascist apartheid state and the fascist regime in Ukraine.
But by far, the most important task is urban base building of “People’s Power.” This requires consistent work, organizing in the neighborhoods, building “Serve The People” survival programs and forming people’s co-ops. The “Panther Revolution” is all about creating “People’s Power” from the grassroots up, and we need to do it in the context of building a worldwide “United Front Against Capitalist-Imperialism.”
